Francie Koehler is recognized by Continental Who’s Who as a Pinnacle Professional in the field of Private Investigation. Established since 1995, Special Circumstances has served clients for over twenty years. Harnessing over thirty years of experience, Koehler is sole proprietor and operator of Special Circumstances, a private investigation agency. As a licensed private investigator in the State of California, Koehler devotes her career to criminal defense and civil litigation, working with attorneys, pre and post-trial investigation, trial preparation, and witness evaluations in the areas of criminal defense, civil rights violations, sexual harassment, wrongful termination and more.
The first person to receive the Investigator Philosopher Award by the Criminal Defense Investigation Training Counsel, Koehler is a former two-term President of both the National Council of Investigation and Security Services (NCISS) and the California Association of Licensed Investigators (CALI). She also maintains affiliations with the National Association of Legal Investigators, Council of International Investigators, World Association of Detectives, the California Attorneys for Criminal Justice, and others.
Locally, she is on the Board of Directors of a communitybased non-profit, works with various charities, and periodically takes on cases for the Innocence Project as well as pro-bono missing person cases. To add to her wealth of knowledge, Koehler received her Bachelor’s degree in Criminal Justice and is currently pursuing her Master of Science in Criminal Justice at Saint Leo University. Outside of work, Koehler enjoys spending quality family time and riding her motorcycle. Koehler is Dedicating this recognition to her husband of eighteen years, Randy Ontiveros.
